Mobile number portability (MNP) is widely recognised as a regulatory instrument that enhances consumer choice, reduces switching costs and stimulates competition among mobile network operators (MNOs). MNP enables subscribers to retain their mobile numbers when changing service providers, eliminating a significant barrier to switching. While over 115 countries have implemented MNP globally, its impact has varied across regulatory and market contexts. This article offers a critical examination of the implementation and outcomes of MNP in Nigeria, which introduced the service in 2013 as part of the Nigerian Communications Commission’s (NCC) strategy to promote market liberalisation and enhance service quality. Drawing upon empirical data and policy analysis, the study explores the factors influencing the extent to which MNP has contributed to its anticipated effects in the Nigerian telecommunications sector, while recognising that the current evidence base remains insufficient to draw definitive conclusions about its overall impact. The findings suggest that MNP’s effectiveness appears to be constrained. While MNP remains an essential regulatory instrument, its success in Nigeria–and similarly structured markets–demands sustained investment in regulatory oversight, technological interoperability and inclusive public engagement. MNP should be understood not merely as a standalone intervention, but also as a broader ecosystem of reforms.
