This chapter examines the protection of migrant populations’ rights through the lens of legal, operational, and political governance. It focuses on Mexico as a country of origin, transit, destination, and return. The study diagnoses the migration system, assesses the impact of organized crime, and analyzes how it shapes migrants’ trajectories and decisions. Its central argument is that effective protection requires articulating three dimensions: legal (guarantees and access), operational (assistance and accompaniment), and political (policies that anticipate risks and close the gaps that enable them). The study argues that civil society functions as a de facto protection infrastructure and that, to be effective, it must move beyond reactive responses toward a strategy that integrates, reintegrates, restores, and mediates social relations in host communities. Advancing the protection of people on the move in Mexico requires civil society coordination to incorporate multi-stakeholder collaboration capable of reducing risks throughout the migration cycle. Reducing risks requires aligning with the benefits these actors can derive from such efforts, as this will also strengthen local capacities and increase local autonomy to promote the well-being of the population.
