Abstract

This article examines regional differences in general upper secondary school completion within the target time (three years), dropout rates, and what changes occurred in the above-mentioned areas between those who started general upper secondary school between 2019 and 2021. The analysis is based on register data from the Finnish National Agency of Education (KOSKI database), which contains information on completion and dropout rates. Regional variation in completion and dropout rates was visualized using the Kriging method. The result showed clear regional disparities in both on-time graduation and dropout rates. Students attending rural general upper secondary schools were more likely to graduate within the target time than their peers in urban schools. Between 2019 and 2021, the share of students graduating on time decreased slightly, while the proportion of dropouts increased modestly. The article concludes with a discussion of the results in relation to the broader goal of promoting educational equality.
