Abstract
Abstract
This article examines how societal security is framed in European border-region policy and how resilience priorities are reflected in Romania’s disaster-risk governance. It applies qualitative, theory-guided document analysis to a corpus of four European Union border-region documents and one Romanian national strategy published from 2017 to 2025, comparing developments across time and governance levels. The framework combines framing, societal security, securitisation, translations of security and multi-level governance. The findings show that border-region policy did not shift linearly from cohesion to security. Preparedness and resilience were instead layered onto continuing commitments to territorial cohesion, mobility, public services and the removal of legal and administrative obstacles. Referent objects broadened from citizens, businesses and regional development to essential services, healthcare, infrastructure, institutional capacity, vulnerable groups and community welfare. This pattern reflects functional societal security and resilience-oriented governance rather than successful securitisation. Romania’s strategy aligns directly with the European disaster-resilience framework, especially the Union Disaster Resilience Goals. Its relationship with border-region policy, however, indicates conceptual convergence and functional compatibility rather than demonstrated policy transfer. The article concludes that cross-border resilience depends on coordinated, inclusive multi-level governance.
