This study aimed to examine the demographic profile of Philippine Educational Placement Test (PEPT) passers during the School Year 2019-2020, assess the extent of external support received by PEPT takers, and evaluate the acceptability of innovated and contextualized review materials developed to enhance learners’ preparedness for the examination. This study employed a descriptive-analytical research design to examine PEPT data and explore its implications for instructional material development. The findings reveal significant opportunities for innovation in Philippine language instruction, numeracy education, and the teaching of current social issues. The analysis further demonstrates the transformative potential of PEPT data when interpreted through the combined perspectives of learner demographics and institutional support. Results indicate that respondents’ demographic characteristics and the level of institutional support are critical factors influencing the development of effective instructional materials. The study validates the PEPT as a valuable framework for guiding data-driven innovations in language teaching, numeracy, and social studies education. These findings have important implications for educational practice and policy, particularly in supporting the implementation of Department of Education Order No. 12, s. 2025, which promotes evidence-based approaches within the Alternative Learning System, as well as the 2026 National Learning Recovery Program. Theoretically, the study operationalizes Krashen’s Input Hypothesis by emphasizing the development of PEPT-informed instructional materials that provide comprehensible and contextually relevant learning inputs. The proposed innovations are further grounded in Sociocultural Theory and Bloom’s Taxonomy, highlighting the value of learner-centered and context-sensitive educational interventions. The study concludes that customized instructional prototypes, including culturally responsive learning modules and adaptive digital tools, have strong potential to enhance learner engagement, academic achievement, and mastery across diverse educational contexts.
