Abstract

Abstract

The article examines the elements of the “Toratau” Geopark, including a network of regionally significant protected natural areas of various categories, cultural heritage sites of federal and regional significance, other natural objects, tourism infrastructure, and industrial facilities. The legal feasibility of establishing local protected natural areas within the boundaries of geoparks in the Republic of Bashkortostan is demonstrated. The author positively evaluates the changes in the boundaries of the “Toratau” Geopark, which now align with the borders of rural settlements without crossing them. It is noted that, in the context of developing the local economy, including tourism and industrial infrastructure, the absence of buffer zones for some regionally significant protected natural areas negatively affects their level of protection within the geopark boundaries. Addressing this issue requires active measures from the leadership of the Republic of Bashkortostan. The article proposes solutions to improve cooperation between the management body of the “Toratau” Geopark and the authorities responsible for overseeing and managing protected natural areas located wholly or partially within the geopark boundaries. A discrepancy is identified between regional legal norms regarding fees for visiting “other categories of protected natural areas” and federal legislation, which establishes a mandatory rule for setting fees for visiting specific protected natural areas. The article concludes with findings and recommendations for improving the legislation of the Republic of Bashkortostan regarding geoparks and protected natural areas within their boundaries, considering the absence of federal legislation on geoparks.
