Abstract
Abstract
The article examines the theoretical and methodological foundations of adaptive management regarding the strategic development of state-owned enterprises amidst uncertainty and the impact of non-systemic risks. It argues for transforming the traditional approach to strategic management and shifting toward an adaptive model that enables timely responses to environmental changes. The article clarifies the essence of adaptive management for the strategic development of a state-owned enterprise, defining it as a continuous process that involves monitoring changes, identifying and assessing risks, determining the enterprise’s adaptive capacity, formulating alternative development scenarios, and adjusting strategic management decisions. The study distinguishes between systemic and non-systemic risks and categorizes non-systemic risks as operational, security-related, logistical, financial, personnel-related, technological, managerial, corporate, and reputational. The study identifies the components of a state-owned enterprise’s adaptive capacity, including strategic, organizational, financial, personnel, technological, operational, and risk-related adaptability. This study proposes a matrix-based approach to selecting a development strategy for a state-owned enterprise, grounded in comparing non-systemic risk levels with the enterprise’s adaptive capacity. Based on these factors, the study distinguishes four strategy types: preventive (low risk and low adaptive capacity), stabilization (high risk and low adaptive capacity), adaptive (high risk and high adaptive capacity), and transformational (low risk and high adaptive capacity). The practical significance of the proposed approach lies in its potential to support strategic decisions by state-owned enterprises by considering their risk exposure and their capacity to respond to changes in the external environment. Keywords: adaptive management, strategic development of enterprises, state-owned enterprises, non-systemic risks, uncertainty, adaptability, strategic decisions, development strategy, corporate governance, management of state-owned property.
