Coordinated by the Information Department at Finnish Headquarters, loudspeaker propaganda gradually became an established component of propaganda directed at the enemy during the early stages of the Continuation War. This article examines the technical and content-related choices made in loudspeaker propaganda from late June to late September 1941 and how these activities were organised during the first months of the war. It considers portable loudspeakers and loudspeaker vehicles, Russian-speaking announcers, and the technical and practical constraints on operations. The article demonstrates that technical and content-related choices cannot be separated: effective loudspeaker propaganda required the coordination of equipment, personnel, propaganda texts, local knowledge and military cooperation. The sources show that ongoing equipment maintenance and operational coordination were essential for loudspeaker propaganda to be effective.
