Governing through constraint: Provincial centralization and the limits of urban democracy in Toronto

This article examines the transformation of urban governance in Toronto amid intensifying provincial intervention. First, it situates the Ford government’s centralization of municipal authority – most notably the 2018 reduction of Toronto City Council and housing policy interventions – within a broader trajectory of authoritarian neoliberalism, highlighting how these measures reconfigure the balance between local democracy and provincial power. Second, it traces how long-standing fiscal constraints, including property-tax limitations, provincial downloading, and reliance on unstable revenue tools, have eroded municipal capacity while entrenching austerity as a form of technocratic managerialism across successive administrations. Third, it compares the mayoralties of John Tory and Olivia Chow, arguing that while they diverge in political style and rhetorical emphasis, both operate within, and ultimately reproduce, the structural limits of neoliberal urbanism. By situating Toronto within wider debates on state rescaling and urban political economy, the article demonstrates how provincial centralization and fiscal orthodoxy constrain the scope for democratic space at the municipal level, reinforcing continuity in governance despite apparent political change.
