Reading Coordinators and Instructional Leadership in School-Based Reading Programs

This study investigated the instructional reading leadership competence and practices of Reading Coordinators and their relationship to the implementation of school-based reading programs in public elementary schools in Rosario District, Division of Agusan del Sur. Employing a quantitative descriptive-correlational design, data were gathered from 194 respondents, including Reading Coordinators, School Heads, and Teachers, through a validated researcher-made questionnaire. Descriptive statistics (frequency, percentage, and weighted mean) and inferential statistics (ANOVA and Pearson correlation) were utilized in data analysis. Findings revealed that Reading Coordinators exhibited a high level of instructional leadership competence, with Curriculum and Institutional Expertise emerging as the strongest domain. Instructional leadership practices were generally evident, particularly in Strategic Program Implementation and Instructional Practices, while the implementation of school-based reading programs was rated to a very high extent, especially in Planning and Organization. Results further indicated no significant differences in instructional leadership competence when respondents were grouped according to educational attainment, years of service, and trainings attended. However, significant positive relationships were found between instructional leadership competence and instructional leadership practices. Areas requiring improvement included professional learning facilitation, evidence- and data-based practices, instructional delivery, learner engagement, and program monitoring. The study concludes that strengthening instructional leadership competencies and data-driven practices among Reading Coordinators is vital to enhancing the implementation and sustainability of school-based reading programs.
