This article examines the role of the Office for External Penal Execution (UEPE) as a key institutional link between the legal dimension of punishment and its practical implementation, focusing on the professional mandate of social workers. Through an analysis of the regulatory framework, from Law no. 354/1975 to the Cartabia reform, and of constitutional and Supreme Court case law concerning social-work reports, it highlights the structural tension between control and support functions. The article also proposes methodological criteria aimed at making UEPE reports more transparent, verifiable and consistent with the guarantees governing sentence enforcement, and outlines deontological and professional implications for the development of community-based penal execution.
