This article traces the origins of surveillance technology in the United States from nineteenth-century telegraphy to twenty-first-century biometric and pharmaceutical monitoring. Background: Popular accounts treat mass surveillance as an artifact of the digital age, yet its institutional logics and legal doctrines were established alongside the communication technologies of the nineteenth and twentieth centuries. Methods: The study synthesizes historical, legal, and surveillance-studies scholarships into a chronological account organized around three recurring patterns. Results: Function creep, crisis-driven expansion, and doctrinal lag appear repeatedly from the Civil War telegraph through post-9/11 bulk collection to present-day biometric and prescription-drug monitoring. The Fourth Amendment third-party doctrine serves as the central hinge permitting routine collection of personal records. Conclusions: The migration of surveillance from communications to the body—prescription drug monitoring programs and biometric health databases—represents continuity rather than rupture, and meaningful constraint requires structural, warrant-based limits keyed to the sensitivity of information rather than to the involved technologies.
