Abstract

Abstract

This article explores how counterinsurgency tactics developed during the Second Chechen War (1999–2009)—triggered by Chechnya’s separatist push and the 1999 apartment bombings in Russia—have shaped post-2000 Russian foreign policy, particularly in Syria. The article asks: How has Russia translated domestic counterinsurgency into foreign policy? What are the political, ethical, and social costs of exporting this model beyond its borders? What are the subtle indirect narratives that have played a role in culturally co-opting the intervention logic? A key limitation of this article lies in its primary focus on the Syrian case study, which depends solely on secondary data; broader comparative analysis across other Russian interventions—such as in Ukraine or Libya—could augment the generalizability and depth of its findings. Despite its shortcomings, this article provides a valuable normative insight supported by empirical evidence into the strategies Russia has applied both within and outside its borders and frames it within the broader hegemony of violence inherent in gendered statecraft.
