Abstract

Abstract

Abstract Placing emphasis on the notion of agency and Africa’s marginalization in the international system, the aim of this article is twofold. The first aim is to examine the implications of Japan’s past and present aid relations with Africa during the Cold War so as to understand to what extent its interactions have leveraged or downplayed African agency. The second aim is to investigate whether Japan’s underlying aid self-help philosophy has or has not contributed to African self-reliance, envisioned in the Lagos Plan of Action for the Economic Development of Africa, insofar as theoretical development similarities exist, eventually mitigating the problems of African agency. This article complements existing literature on Japan’s foreign aid policy to Africa with theoretical insights to understand the role of agency in Japan and Africa relations. The discussion covers the post-World War II and Cold War eras from 1947 to 1991.
