This study examines the interpretation of the terms ‘public order’ and ‘safety’ in transporation, which appear obvious at first glance but remain conceptually ambiguous. While legal practice often prioritizes the constituent elements of crimes, this paper focuses on decoding and correlating the aforementioned two concepts. By linking the analysis to legal interest and rules of precaution, the study provides a reflective framework for applying criminal provisions regarding public order or safety in transportation. Ultimately, it aims to improve judicial decision-making and the understanding of protected legal values.
