This article offers a novel institutionalist approach to the study of the internationalization or paradiplomacy at the subnational level in Uruguay. Through this perspective the analytical focus shifts from the traditional case study to the search for the minimal institutional capacities that enable (or restrict) the international action of the Uruguayan subnational governments. Developed within an unitarian and historically centralist state this work compares all 19 subnational units under a direct and replicable empirical approach that is based on the documental analysis of the organigrams of each departamento. The goal is to address the question regarding the institutional structure for the international action of Uruguay’s subnational governments. The findings suggest that paradiplomacy or internationalization institutionality is far more present than the weight of this subfield in the national international relations literature could expect. 68% of all departmental governments possess some institutionality related to their internationalization, nevertheless, most of them consist of a low-hierarchical nature. Moreover, the article contextualizes this analysis within the constitutional backdrop of international action, finding that most of the existing restrictions concern financial undertakings over a general impediment to paradiplomacy.
