Abstract

Abstract

Abstract This article provides a comparative analysis of local state representatives in the two parts of the Austro-Hungarian Monarchy, focusing on the district captain (Bezirkshauptmann/okresní hejtman) in Bohemia and the lord lieutenant (főispán) in Transylvania. By examining the administrative systems, career patterns, and socio-professional backgrounds of these officials, the study highlights the profound impact of the Monarchy’s Dualist structure on state administration. The study contrasts the Cisleithanian system in Bohemia (the Austrian half of the Monarchy)—which relied on the district captain, a career civil servant—with the Transleithanian system in Hungary (the lands of the Hungarian Crown), where the lord lieutenant remained a political appointee selected primarily for social standing and political reliability. This comparison reveals divergent paths of bureaucratization, demonstrating how these distinct administrative frameworks shaped the recruitment, careers, and loyalties of local officials, with lasting consequences for the post-imperial transition.
