Deportation does not end the U.S. school-to-prison pipeline; rather, it shifts the pipeline to Mexican bureaucracy. This article argues that the paperwork associated with higher education operates as a punitive technology that fragments and invalidates educational trajectories built outside the framework of national documentation. Based on critical ethnographic research with deported men in western Mexico, it shows how university admissions offices function as internal borders that extend the logic of punishment by requiring unattainable documents and refusing to recognize prior studies. The article proposes understanding bureaucracy as a central mechanism of a transnational punitive regime within debates on migration, punishment, and citizenship.
