Technological innovation and digital transformation constitute strategic dimensions for the modernization of Higher Education Institutions (HEIs), but their material presence alone does not guarantee substantive changes in pedagogical practices, scientific research, or university management. This article analyzes these dimensions within the context of public HEIs in the Province of Cabinda, namely Universidade 11 de Novembro (UON) and the Instituto Superior de Ciências da Educação de Cabinda (ISCED-Cabinda). The study adopts a qualitative, bibliographic, and documentary approach, integrating literature on educational innovation, digital technologies, and teaching work with regulatory documents from the Angolan Higher Education Subsystem and institutional information on Cabinda. The scientific question guiding the analysis is: how can technological innovation and digital transformation reshape teaching, research, and management practices in Cabinda’s public HEIs, and what institutional conditions are necessary for this transformation to have an impact on quality? It is argued that digital transformation should be understood as an organizational, pedagogical, scientific, and cultural process rather than merely as the acquisition of equipment. It is concluded that the main challenges involve infrastructure and connectivity, digital competencies, pedagogical integration, data management, research focused on local problems, institutional leadership, sustainability, and the evaluation of outcomes. Quality therefore depends on the institutions’ ability to convert technology into institutional innovation, meaningful learning, knowledge production, and improved university services.
