Regional development constitutes a multidimensional process related to the economic, social, institutional, technological, and cultural transformations that take place within a given territory. In this context, universities assume a strategic role due to their capacity to produce and disseminate knowledge, train human resources, conduct research, and establish cooperative relationships with governments, businesses, and society. This article aims to analyze the role of universities in promoting regional development, drawing on the Schumpeterian perspective of innovation, the concept of endogenous development, and the transformations arising from the information society and the network economy as its theoretical framework. This is a bibliographic and descriptive study with a qualitative approach, complemented by an analysis of information concerning Brazilian investments in science, technology, research, and development. The study is based on the understanding that innovation constitutes a fundamental element in the transformation of productive structures and in the generation of new development opportunities. Drawing on the contributions of Schumpeter (1982; 1997), Barquero (2002), Castells (1999; 2001; 2003), Cruz (2010), Tartaruga (2010), Tonelli et al. (2012), and Valente (2010), it argues that universities can act as structuring agents of territories, particularly when embedded in cooperation networks and regional innovation systems. It is concluded that coordinated action among universities, government, and the productive sector, combined with permanent public policies for science, technology, and innovation, constitutes a fundamental element for strengthening endogenous capacities and promoting regional development.
